Wadewa Ripoff gives all sorts of excuses not to return money for item sold on eBay but not received

Paid for Biker Bandana July 8. When item was not received 3 weeks later I emailed him and he said he'd reship my bandana. Another 3 weeks later I still had not received my bandana and emailed him again, this time he said he'd refund me... But NEVER did. Once he told me he tried to refund my money, but must have made a mistake. Then he told me he'd do it when he was home since he couldn't do it from his blackberry. I kept emailing him without a responce until I sent him a paypal money request, his reply was "The paypal claim block the correct way to refund Sent from my Verizon Wireless BlackBerry". He has not answered me since, nor did he ever send a refund. I kept all emails from this seller.
