Unbelievable... Denied a State Issued Refund Check

I went to local Walmart store tonight to cash my property tax refund check issued by the state, only to be told that it was denied. I was given a tiny little slip of paper with a code and the telephone number of this company and told I should call them and find out the problem. Prior to this, the manager at Walmart asked if I had cashed a check there in the past 7 days, which I hadn't, not really understanding why it mattered anyway and telling me it was 1 of 4 things and that they really didn't know what the codes meant.

I've shopped at Walmart for many years and have cashed several checks from the government, such as my income tax return checks etc., with no problems at all. Disappointed, I went home and called the number that they gave me. The "automated" guy asks you to enter some very personal info that I don't like giving out over the phone, but in order to proceed, this had to be done. After about 3 or 4 minutes of this and waiting, a recorded message came on stating that the office was closed and that I should call back between business hours!!!

Now where did all the info go that I gave them??? Why would they turn down a state issued check? I don't have any personal accounts that would pose a problem. Now I've been on-line for about 2 hours reading about all the complaints that this company has had wondering how they can still be allowed to treat people this way??!! Several of the complaints stated that they RANDOMLY deny checks and that this is their right.
