Addition to house incomplete after 2 years - makes promises to finish but never follows through

Jacksonville Home Improvements, Inc. / Mark McGuire has not only ripped off me but from what I am finding out there are many other homeowners in Jacksonville, FL that have been taken by him. The key is he will come in
under budget to get the job and promise all sorts of stuff but, does not follow through. Also, he doesn't put a completion date on his contracts.
Now I know why!
He asks for a huge sum up front and then takes months to start the project. Then after 6 or seven months he will show up for more money and then not show up to do any work for another 3 months. You have to fight tooth and nail with him to get anything done.
Many of his sub-contractors have either quit for non-payment or are hanging on hoping to get paid. Most of the subs he has now do very poor work and are getting paid very little.

I have heard that there are other home owners that have given him 100% of the cost of the project and barely anything has been done. Needless to say, he doesn't care about his customers.
He has mentioned to sub-contractors that he doesn't plan on finishing my project, and has threatened other homeowners if they report him he will take longer on their projects.
