Lied ripoff doesn't fulfill work as per contract 6 month job 50% after 2 years won't call back

This contractor started work on our house in May. He put in a bid for $43,000 for the work. He advised us that the work would take 4-6 months to complete from start to finish.

Approximately 2 months in to the project, a major mistake was realized. He ordered 11 incorrect windows of which 5 were already installed. We came to an agreement where I would buy the new windows and he would not charge for the labor to reinstall even though he signed for the window order and technically it was his fault.

After the window debacle, everything fell apart. He stopped returning phone calls. Then he would come back with promises to finish the work and he wouldn't show up at the house at all. We would make up agreements that he would finish the work by a certain date. He would do some work, but it would be done poorly and need to be redone.

For example, he has done such a poor job tiling the bathroom, that he has had to do the bathroom three times and still it is wrong and needs to be done again.
He will make empty promises to look good at the time, but will never come through. For example, he will state when the work is done, he will buy our plane tickets to see the finished work. That is easy to say when the work is never going to be finished.

The project is over two years old with no end in sight. He signed an amendment to the contract which now makes him liable for the remaining materials. As per the original contract, we owe him approximately $2-3K. He owes us over $25K of materials and labor. I WOULD GLADLY PAY $2-3k TO HAVE MY HOUSE DONE! I have told him that.
