Changed plan without customer notification rip off

When I signed up for $0.07 per minute plan I was told that was my total cost subject to $4.95 monthly minimum. Received bill with charges at $0.10 per minute. Called customer service and was informed that, "In State" calls were higher. The bill even shows "AT&T One Rate Seven Cents Plan calls". If I wasn't watching and just paid the bill I would be overcharged.
