Shuts off disabled people! Missoula

My power bill for 2 months was $2,000 during the winter. Northwestern Energy not only charges for usage they charge a fee for the electricity they have to buy on free market. Weatherization finally got done putting in new windows, doors, and inuslation at the end of March. I started by making a $850 payment in Jan. Then in March I made a $505 payment, then this month I made at least $600 payment, but because it wasn't before May 11 we broke the payment arrangement that they made. They are only allowed to make one payment arrangement a year! Then when people from all over tried to call to make payments they were told that the account was locked. When I called to find out the problem I was told you can only make 3 payments by phone per month! IF they would have accepted the payments by phone, they would have had their money by May 11. I wrote to the public services commission and they told me that basicially I am screwed.in my area Nothwestern owns the lines so I cannot choose to go to another power company, because they would charge that company for using their lines. I cannot afford to move which was all the supervisor at the electric company told me to do. I also have a disabled person living in my house and that is verified by a doctor, but they have still recieved special permission to shut us off. I have also exhausted my energy assistance for the year, that was when we paid over $800. I am VERY frustarted.
