Order not fulfilled-Did Not Respond to Request for Refund

I ordered a one-year subscription for US Weekly from MagazineMaster.com and paid $31.98 using my visa card. There website stated that it would take 6-10 weeks for the first issue to arrive. After waiting over 10 weeks, I contacted them through a "ask your question" form in their website during the first week of February to let them know that I still have not yet received my magazine, and requested a full refund.

I finally received an e-mail from MagazineMaster on 02/27, notifying me that US Weekly magazine was unable to fulfill my subscription and was crediting my account with their "gift certificate" for $31.98 and encouraged me to pick another magazine to purchase. I replied to the e-mail stating that I had previously requested a refund, and would please appreciate it if they give me back my money. I contacted them several more times through their "ask your question' form in their website, and finally received another response in my e-mail address on 03/25 indicating that they have canceled the "gift certificate" and since the credit card transaction was over 120 day, they are unable to credit my $31.98 back to my credit card.instead they will send receive a refund through my PayPal account (I never told them whether or not I had a PayPal account) within 7 working days.

I waited several day after the 7 working days, and there was no refund money deposit into my PayPal account. I have written to them several times through their "ask your question" form and by replying to previous e-mail on 04/12 asking about my refund, and has never heard from them since or so far to date.
