MCI Residental Service didn't keep their promises ripoff

I changed to MCI to get a better rate on local phone services I was told that I could have all the same features that I have with bell south for $19.99.

I switched and I didn't have any of my same features and when I called to tell them they told me that it would be $49.00.

So I switched back after about a week now they send me a bill for $39.00 telling me I owe them and they are going to turn it over to a collection agency.
