Anyone else told they can't cancel service if they have a balance?

I'm not sure of the legalities of this - but we were told by a Comcast CSR that we cannot cancel/downgrade service if we have a balance.
This seems like a horrible idea considering that most people would be cancelling/downgrading service because they can't afford the monthly charges. How am I supposed to get on top of my debt if I can't eliminate some things that are causing me to go further into debt?
Anyone know if this is OK for Comcast to be doing? I know it's probably not technically "illegal"- but that also leaves room for it to not technically be "legal". Anyone know any loopholes in the law that we can nab Comcast on? This is a BS business practice and it's causing people to go further into debt by continuing to charge them for a service that they wish to discontinue. Obviously I can't afford to pay off my balance, that's why I want to cancel - so why would I be able to afford to pay for even more months of it?
