USPS dont deliver, dont forward mail, missing mail, no help

I have two problems with USPS.

Problem One
since july when i moved, from an address covered by USPS Rich Hill Station to a new address that is also covered by the same station, i cannot, no matter how many times i contact them, get them to simply forward my mail.

I have contacted the station managers/supervisors, the mail carrier, 1800 ASK USPS, the postal consumer affairs department, and the postal inspection service. More than 6 months later im still not seeing any forwarded mail. Im at a complete loss! No matter who i call or contact my mail just never gets forwarded. I received the "official" letter from the post office telling me my change of address had gone through with a start date of August 1st 2002.

To test the system to see if it was working i have on 5 occassions now, posted letters to myself at my old address to see if they will get forwarded, they have not. On each occasion i put a return address of my new address on the letters, i have not had one returned to me. This all occurs within the Rich Hill Station. I leave my mail to be picked up by my mail carrier (btw, i trust my mail carrier, she does her job, its within the station that there is a problem), she takes it to the station... And??? And what happens from there i have no idea, except i dont get my mail.

Problem Two
to add insult to injury (do you have any idea how annoyed companies get when you owe them money but dont know it because their bills arent reaching you? Not to mention the missing check!) at some point in october/ november SOMEONE put in a false change of address for me. That meant that mail that was correctly addressed to ME at my NEW address was sent back with "no forwarding address on file, return to sender" labels on them.

I received many calls and complaints from businesses, government agencies, foriegn embassies who had all tried to send me mail to my new address only to have it returned to them, one embassy had to send documents 3 times before they reached me.

I contacted the post office but was told i was not allowed to know who put in the false address change, or even where MY mail was being forwarded to. I was told to contact the postal inspection service, which i did. I put in a complaint with the postal inspection service, though i have heard nothing back about that one.

In the last few days i received a call from a friend overseas, they had mailed me a parcel, correctly addressed to me. Their parcel was returned to them, with the same story "no forwarding address on file, return to sender" i'm very annoyed, as i thought *this* problem had been resolved late last year. My friend has wasted her hard earned money trying to post me this parcel, shes leery of trying again, and paying again, in case it just ends up back to her doorstep again.

What else can i do? Im at my wits end, no one helps me (they all say the problem will be fixed, but it hasnt been so far) and i honestly believe that someone at the post office put in the false change of address because of the many times i had gone to the station to complain about my mail not being forwarded.
