Charged 8 year old for use of internet on roadrunner to Verizon

I received a bill through Verizon for $23.86, that USBI claims my 8 year old ran up on line doing a search for animal pictures on the web. I complaimed to the number on the bill and was advised that my grandaughter gave approval for them to charge the monies. When I informed the company that she was only 8 years old, they apoligized for the bill saying the girl said she was 18 yrs
old on their application. The USBI requested positive proof of the age of the girl, so I mailed a of a transcript of her grade school report. I was given a confirmation number for the transaction #112-008-278-D205. As of today, I had not received any further contact from the USBI company. Today, I received my new phone bill in the mail, and find I have been charged for more usage of thei (USBI)'s service on the amount of $27.05. I am currently listed as past due on my original phone bill because of USBI. I hav tried repeatedly today to contact USBI, and am advised that their office hours are 9am to 8pm, and to leave a message and phone number, and that someone would "get back to me right away". That was 5 hours ago and no one has called.
