Late fees and refund under $35 withheld at move-out

I was charged $25.00 late fee. $10 for 5 days and $15 for 10 days. I asked why and the manager said this is the company policy. So I told I am moving my stuff and that they will give me a refund for the number of days not used but was charged one month in advanced. The manager then calculated supposed to be my refund total $29.79 but she said that I will not get a penny because company policy if the refund is less than $35.00 you will not get it. I asked who will take my money, they will... The company. Extra space storage so beware of this company.
