Big Apple essentially making employees pay for customer drive-offs

Big Apple's corporate policy disallows a store to require pre-pay for fuel. Furthermore, of all the Big Apples I worked for in the 5 months I was there had no video cameras on the cars or pumps outside. Cashiers at Big Apple always work alone and their job duties bring them to all parts of the store. This makes it extremely easy for people to pump gas and drive off without paying.

If the cashiere is fortunate enough to get a license plate and a make/model of the vehicle driving off they are pretty much 'cleared' but if they do not have enough information to gather the driver's address they are written up and ultimately fired for multiple instances.in the greater Lewiston area which I served in the District Manager has been regularly making employees pay for the drive offs, in order to not get the write-ups and therefore not get fired.

I've already contacted the state authorities on this matter and it is apparently legal, although considered unethical. I don't see how it could be legal. The Maine legally required bulletin board postings has a section concerning Unfair Agreement: "Employers cannot require that an employee pay for losses such as broken merchandise, bad checks, or bills not paid by customers, nor for special uniforms and certain tools of the trade."

While they are not directly "requiring" payment they are forcing the payment on the basis that employees will likely be terminated if they refuse.
