Promised to lower my credit card interest rate for a fee of 990.00, never did, BUT charged my credit card 990.00

Very simply put, this company guaranteed to lower my interest rate on my credit card to help me get out of debt, for a fee of 990.00 If they were unable to do this, they guarantee a full refund. I have been fighting with this company since July 24. They did "promise" to give me a partial refund of 700.00 on Sept 30, but I have yet to see this either. They are impossible to reach by phone, have tried e-mailing, but no response. I try and call them at least once a day, but always get the same run around.
