Charged for Service Call on Replacement Receiver Despite Protection Plan

I've had 3 receivers in the last 6 months and every time I call they've sent me a new one ups or a tech with no charge. This time they wouldn't send me one and charged me for the service call. They did give me a discount on the call because I pay a 6 dollar a month home protection fee. I've paid this fee for years so, where does all that money go if they're going to send me refurbished receivers to begin with when I paid for new.
