Refund of Security Deposit

I rented from what I thought was a legitmate property manager. The day I moved in the AC was broken (it was 100 degrees in Phoenix). My agent told me to get a hotel room since they would be unable to get the AC reparied until mid-day Monday. So that I did. He said to submit a recipt and to take the amout of the hotel off the next rent payment. So that I did as well. Well a year later I am all moved out and wait 2 weeks to get my security deposit back and to my dispare it was short the cost of the hotel, 200.00 $. I have called the owner of the company (Dana Brown) for 3 weeks now, only making contact with his office staff who claim to know nothing, and they put me directly to his voicemail. All they say is they are still waiting on something from the development company who built the condo. Mind you DMI told me to get a hotel, so why do I have to wait to get my MONEY???
