Charged me for full order but didn't send all of my order and won't respond to my emails

I ordered two items from downbound.com and I received 1 of the items it was a bit slow but at least I got it. I didn't get the second half of my order.
When I try to contact downbound.com about the item I haven't received they don't answer their phone and won't reply to the emails I have sent. I was charged for the entire order although I haven't been notified if it has shipped or if it is back ordered or what the current situation is.
