Rip me off of $398. They claim they can help me with a goverment grant

It was March when I was searching for help on appling for a government grant. I did my research and came up with IGS. They call me and I talk to Joe London. They did a recording of my information. 1-2 months later I recieve a booklet that ask me question about me and what I'm appling for. I shipped it back to them on 5-17-07. Here it's March. I call them and they keep giving me the run around. I send the mail certified. I have someone signiture. They told me it cost $398 for their services. They withdraw it of my saving account. I call and asked for my refund and they told me the company went out of business. There's more than one company that's in this scam. I have numbers, names, and addresses to these people. I know that I might not get my money back but I want to prevent this from happening to someone else.
