1993 Home Phone Balance Claim Led Citicards to Lower My Limit

The above mentioned company said I had a balance from a 1993 home phone account with Verizon. I believe at that time I was not even a verizon customer. I used AT&T. I called and spoke to a phone rep regarding the matter as was told to send a dispute letter if I was not going to pay. However their claim has shown up on my credit report causing Citicards to lower my existing accounts limit.
