They tried to charge me $395.00—$495.00 for a Postal Manual & to take an Exam for employment

Being unemployed & desperately seeking work I had responded to a call I received by this agency. I went to their office & filled out an application & had to pay $10 for a simple test they regarded as a pre-screening.
Once all paperwork was done I was called in to the office for my interview. This is where they tell me how I could save $100 if I pay the $395 in a lump sum today & they would furnish the Postal Manual to study for the Final Exam.
To save just $50 I could pay $195 today & have 2 payments of $125 or pay $145 today & have 5 payments of $70. Either way you slice it, I felt suspicious about having to pay anything. I had to tell them I'd think about it.
When I got home I called the Post Office nearest to me & asked the person if they had to pay in order to take the test. He said yes, he paid $300 & told me different agencies charge different amounts. This still didn't sound right.
I then went to http://federaljobs.net/usps.htm & found this:

To find out if exams are currently being offered in your area go to our "Postal Exams" page and follow the links to the Postal Services' exam site. You apply online through the Postal Service to take a postal exam for your area. We do offer a comprehensive study guide titled "Post Office Jobs: Explore and Find Jobs, Prepare for the 473 Postal Exam, and Locate ALL Job Opportunities" for $19.95 that you can purchase from us online or at your local book store. If you can't afford our book it should be available at your local library in their reference section. Just make sure they have the new 4th edition that covers the new 473 exams.

Just a "heads up" if you decide to work for the Postal Service. Fortunately I just lost $10 & 70 miles of gas for the round trip.
