Phone Bill Charged my Verizon phone bill $7.64 for a 1-min call I did not make

I received my December Verizon bill yesterday and noticed a fee from a company called OAN that was charging me $7.64 for a 1-minute call I did not make. The number they claim I called is 10 15 15 800. I have no clue what this number even is! I will not pay this portion of my bill. Verizon needs to be aware that this company is attaching itself to their phone bills and charging people for calls not made.
