And Verizon Who the Hell is OAN?

I just opened my Verizon phone bill. I have a package for local calls, 5 cents a call. I have dial up. I have no call waiting or anything else special. I do my long distance on my Trac Phone, which is rare. Verizon added an additional $5 a month to my bill about 6 or 8 months ago, saying that it was a service I've always had but they had just started charging for. So I switched to a long distance rate of, I can't remember how much a minute. I rarely if ever use it for a minute or two.
I just received an $86.62 bill from Verizon. Under "Other Providers" there is the amount of $46.59. I have no idea what this is about and of course, Verizon is closed now. I emailed them and told them to immediately remove this charge or I would report them to the Attorney General Cuomo of NY.
On the bill, it states that "This portion of your bill is provided as a service to OAN Services. Your local telephone service will not be disconnected for failure to pay the charges on this portion of your bill. If you fail to pay these charges, the service provider may pursue collections independently. All I have is local service and some overpriced, by the minute long distance with Verizon. As I stated, I have nothing but these, no call waiting, no voice mail. Nothing. This is totally stressing me out and I am getting pissed.
