Telephone charge on my verizon bill of $7.64, a call i did not make

On my verizon bill dated 5/19/09 a charge appeared for 7.64.

Verizon explains it this way:
The following charges appear on your Verizon bill as a service to OAN services inc. Direct your billing questions to 1 800 892 8424. I never used that company before and never made a call to Florida as the bill suggested.

In checking the internet i noticed many people were scamed by the same company. Hope that someone can stopped them from continuing this practice.
