Attmempted to defraud my agency, he lies, he decieves, he filed a false report/claim and lost

KMS/Kevin Sianez hired my agency for a domestic surveillance, from the first day I spoke with him he was going to fed ex us the retainer, which he did not do, we conducted the surveillance, and upon requesting payment, Kevin said it was sent out and for me to send him our evidence, not being too naive I decided to wait for payment to arrive before I sent out the evidence, however no payment arrived. Then he tried to con me by sending me a Pro-Pay payment invoice as a reciept, I contacted Pro-Pay and found out what he sent me was just an inquiry screen, again I called Kevin, and emailed him, and again he kept insisting payment had been sent, after a few more days, still no payment,

Kevin continued to try and decieve me into sending the evidence, trying to make me think that my payment was mailed out, and continullay no payment ever arrived. I assume Kevin indeed had a client whom wanted this evidence, because he eventually paid me and I sent him his evidence/photos.

However a couple of months later I received a letter from the State of Vermont saying I was being investigated because KMS had filed a complaint against me and my agency saying we double billed them, and that we never sent out the evidence, and now Kevin was trying to get the State of VT to make me pay him double the amount of the invoice he owed to me. The evidence was sent certified/restricted and I have the signed reciept as proof.

Our professional regulations State Investigator, Investigated this claim and found it without merit, also the ivestigator stated KMS was not cooperative and that the investigator was going to recomend this case to the authorities in California for prosecution, the State Investigator felt KMS was attempting to use them to defraud/extort my agency. I have read that KMS has done this to others as well.

Kevin Sianez is dishonest and nobody should do buisness with this company, I still have not been able to find any licenses for this agency in any state, he claims licenses in almost half dozen states, so far I can find none. One word describes KMS/Kevin Sianez "FRAUD"
