SCAM Craigs List Employment Ad

This ad I found on Craigs List requests $14.99 for a background check after you complete a lengthy online employment application form. Looks professional with website and application. I believe it is a scam to get your $14.99 — you do not pay for this before an interview. If a company requires a background check they pay for it after offering you employment. They are also looking for "limited experience" for a job that could pay $24.85/hr.
After you spend the time filling out the professional looking form you ok the background check and it goes to ClickBank for payment. How can they do a background check without asking for you SS# or any other names you use??? Sure looks like scam to get your $14.99. And Yellow Pages has no listing for TMF in Houston.
