Apartment Management Forced Signup, $200 Deposit Not Returned

I was forced to sign up for Direct TV by the apartment management. They were in violation of FCC regulations when they did that. As soon as another service became available, I signed up for it. Direct TV wanted a $200 deposit for service that I didn't ask for. Now, after paying monthly charges for 3 months, they refuse to return my deposit and tell me I owe them additional money because I terminated the contract early. How do they get away with this?
