Claims you have won a non-refundable $5000 grant from the government

The day after christmas i received a phone call from Joe Morton whos id number is TI-9211 and claims to work for the Government Grant Information Agency. This man called to inform me that i had been chosen to receive a free grant from the government because of my low income from last year's taxes. He had information about me such as my full name and my mailing address and asked for my checking account number. I asked him several question and his only answer was "you will received a confirmation number after i get you account number". I dont give out my account number until after i check out who is calling me so i asked him for his address and fullname and that i how i found out it was a scam.
He does have an accent when he speaks maybe asian.
