Charter repair service rip off scheme

I have had Charter Digital service for one month. Around a week ago I lost sound on channels 5,7, 9, and channel 8 plays NOAA weather radio. I called and they told me I had to sign up with a $4.95 monthly charge of "Repair Insurance" or they would have to charge me $20 an hour for labor.

I find this appaling that I purchase a service for $115.26 a month and have to pay repair insurance or a $20.00 an hour repair bill for faulty equipment and service they provided.

I wonder what the F.T.C. Will think about this?
