Ripoff from PuppyFind.com-No papers

I purchased a minpin puppy from Rick Bartman AKA Bill Bartman 3 months ago and was promised that the dog was registered and Id recieve papers, and vet records. I contacted him for three months and every time hes lied and said that they were mailed or he wouldnt return my calls. When I threatened to sue him he removed his dogs from PuppyFind.com. I now have no records on my puppy. I bought this dog to breed which Rick knew from our conversations and now its worthless due to having no papers.
