Ripoff continued billing after cancellation

Our co. Cancelled its AT&T calling card service 9 and received an ATT cancellation tracking number. When we continued to receive bills we sent a letter 12 referencing the cancellation tracking number again advising to cancel service. We received nothing after that & assumed the account was closed until we were contacted by a collection agency demanding $1100 in monthly service fees that ATT continued to bill (through Oct - 12 months after we requested cancellation).

We immediately contacted ATT and filed a dispute. We were told to provide proof of cancellation. We supplied them the tracking number (which they verified) and the 12 letter (which was rejected because it didn't notate the account number, only the cancellation number). They said our cancellation requests were invalid even though they verified we requested cancellation 9 & calling card usage ceased Oct. They continued to charge monthly service fees for a year after service terminated (but we never received bills). They maintain we owe them because our cancellation request was "rejected" due to "no response".

They also say that we should have disputed the charges sooner but we were not aware charges were accruing until the collection agency contacted us. When we requested copies of the bills, they showed an incorrect mailing address for us.

How can they reject our request after we ceased using the service & requested cancellation? I've filed a complaint with the FCC and am researching how I can continue with the dispute.
