Ripoff fraudulent billing retaliation

My intention is to find out how to stop Qwest in their tracks and hopefully get them fined for this. I've had nothing but problems since the beginning with Qwest but they have a contract with my apartment complex so I've had no choice but to continue using them. Most recently they switched my long distance plan without telling me. The plan I had was no longer being offered so instead of notifying me they simply changed my plan. It went from. 05 a minute capping off at $20 a month to a straight $20 a month fee. I was charged this rate for 3 months before I realized what was happening. I called to complain and requested the $20 a month plan. They disconnected my long distance service. I then called to complain and they assured me it would be reinstated at the $20 a month rate. I got. 05 a minute and my bill was almost $80. I called to complain AGAIN and was told there was nothing they could do until I paid a bill from the previous AUGUST. I have documentation that that bill was paid in full.

While gathering my financial proof of payment i received a bill from Qwest for reinstating service. Excuse me? They shut it off out of spite when I caught them overbilling me and admitted it was their error but i'm getting billed? I made it perfectly clear I wasn't paying the bill until it was adjusted to reflect the plan i was promised and the fee removed. I filed a complaint with the FCC that same day and within 2 days of receiving it they disconnected my phone. They insist in their response to the complaint that the bill was never paid even though i mailed them the bank statement. What do I do to keep these snakes from destroying my credit rating?
