RIPOFF CHECK BOUNCES Was suppose to send refund sends rubber instead. I was suppose to get a Show dog and did not get anything but a headache

This all started back in April of this year. I bought a show female Chihuahua from this man. I found out that he resold this dog to another party. After fighting since June or July he finally sends me a refund check only to find out that the check bounces. It was sent out of State. Is this Fraud. I was told before that if I was to write a check in Ca. From Tx that if it came back that it would be a federal case. Is this information wrong. Please let me know what I can do about this Thank you
