Ripoff, fraud, poor service, no communication

I placed an order with Northwest Glass art on October 13th. The order total was $52; I purchased two glass pieces to meet the free shipping and free pipe offer. My check card was charged immediately (even though it stated on the website that cards would not be charged until the order was shipped). Also on the front page it said that the owner was helping with relief efforts in Louisiana and would not return until 10/22 and that all orders would not ship for 14-21 business days. It has been a month since the order was placed and I have received no communication from the seller (I have e-mailed him three times now). I would like a refund or some proof that my order will be shipped.
