Improper information regarding turn on becomes health issue ripoff

We had a LARGE water bill due to filling a swimming pool over the summer. When the water bill came we paid 1/2 w/intent to pay remaining 1/2 before next billing cycle (as we do each summer).

I received the turn off date for Nov 9th, and made sure to write a check and mailed it to arrive on Nov 4th. FIVE days prior to shut off date. Paid late fee, and all w/out question.

On Nov 9th WITH NO PRIOR warning our water was shut off. I IMMEDIATELY drove to the water company and inquired about the check that was to have been received by the 4th, and was told it hadn't arrived in that days mail. Asked IF it was recieved in the next few days would it be credited etc. Then proceeded to CONFIRM that water would be re-established the following day on the 10th. The CSR said YES, never giving me any additional information.

On the 10th I return home from work to a blue tag now hanging on my door stating water is OFF at the curb, an additional $30 charge will be assessed to my account because we weren't home. I immediately phone the water company who is CLOSED at 4:30, NO INDICATION that they will be closed on the 11th (Vetrans Day). So I call the next morning at 8 A.M. After arranging for my father in law to be at our home to wait, only to listen to the NEW recording advising that they are CLOSED for Vetrans Day.

So for an entire 3 day weekend, and 2 business days AFTER the company was paid we STILL didn't have service, yet the company HAS OUR $. When I called this A.M. At 8 A.M. I was placed on hold for 15 minutes only to be told I was a liar that they ALWAYS tell EVERYONE they must be home to have water restored. Had they told us we would be home. NOW we have to pay an additional $30 for them to get out today by 4:30.

I would LOVE to know who governs the water authority because I am sure this is a violation of some policy. We are NOT habitual people who ALWAYS have utlities turned off. This is a FIRST ever for us, and very frustrating.

What really gets my goat is we didn't have to be home for them to shut it off but we have to be home for them to turn it back on! How ironic is that!
