UPS and the don't honor insurance

In November 1998 I went to a UPS-certified shipper in Largo, Florida (The Packaging Store), and shipped four heavy electronic components in four separate boxes to my brother in Chicago. All four components were severely damaged in transit.

Within a week a UPS inspector examined the components and their packaging. The inspector said that the styrofoam bead packaging used was inadequate for the heavier components, but admitted that the boxes had clearly been mishandled. He said he would take care of the paperwork for my brother's claim.

The repairs, we would discover, would total $987.80. My brother submitted documentation to UPS to this effect.

UPS says that they have paid the claim— to the Packaging Store. Barry Dimberio, proprietor of the Packaging Store, says they haven't.

To this date neither UPS nor the Packaging Store has paid a dime to my brother.
