Ripoff charge for collect call I did NOT accept in Kansas

I received a charge on my SWB bill from OAN Services Nationwide Conn.inc. I did not receive this call, I do not even know anyone in the area that the 'so-called' collect call came from and I was not even home during that time. I called SWB and they said I needed to take it up with the company that was billing me. I told SWB they really needed to research this company because they were scamming people. Their response was "We have no control over that"... WHAT? This company needs to be shut-down and a hefty fine given them. I see I am not the only one scammed by them and I do not understand why they are still allowed to be in business.
