Ripoff, dishonest billing, with collect phone calls oanweb.com Internet

I received my monthly phone bill. It included a collect phone call from someone in California which I dont know anyone there. I called the Oan number on the bill but was told that it was a collect call and it came from a pay phone from some burger spot and someone from my home had talked to someone there. I dont accept collect calls from anyone and was not even home that day to accept it anyway. I do have an answering machine but I am sure the answering machine does not have the authority to accept a collect call. I have found out that this company OAN Services does a lot of scamming. Can anyone help me.
