Harold Carter dba High Concepts ripoff - Not refunding money he promised to

I returned a "money making plan" to Harold Carter, dba High Concepts with a 30 day money back guarantee! I returned the package the day I received it knowing that the only way you could make money with a plan like that is if you were a Klingon orbitig Mars.

I sent the package back priorty mail with delivery confirmation I called the number back 4 days later and the postal service confirmed they delivered the envelope to Harold. Harold is a liar and a criminal. BBB gives Harold Carter an "F" their lowest rating, but why not, he deserves it!

Harold Carter has apparently screwed many other people as well and he needs to made responsible for his actions. I have proof that I returned the "plan" back to him because of the delivery confirmation, many others probably sent it back 1st class mail and all he has to say is he never received it.

I originally sent Harold a check October 13th and this issue is still not resolved. Harold got arrested once for impersonating a human being but fortunately for him there wasn't enough evidence to convict him. Harold makes a living stealing from other people, how pathetic can you get?
