Ripoff, charged credit card for services never done

I was contacted by a finacial planning FYII saying they could cut my high interest rate on my credit card to 6% and save me $2,500 dollars a yearin interest fees. The cost was 695 dollars for this service and I agreed they said within a months time they would have it changed. A month went by and i recieved a bill and nothing had changed. I contacted the company and they got me in with another represetnive who said he was working on it and to give him another month. I recieved the next bill nothing has changed and now i cannot get in touch with anyone. Everytime I call all the represtatves seem to busy. (caller ID)
