Deceptive Lien/Business Practice

This just happened to me in 2016. Waste Mgmt has an agreement with city of Oakland CA that if ANY payment is late or unpaid Oakland agrees to lien the property in question. To add insult to injury, neither WM nor Oakland notifies the customer... So, this is truly dirty dealings. They bill in advance 3 months on each invoice. If that invoice is unpaid by the end of billing period, it immediately turns into an amount FOUR TIMES or MORE in lien costs. $61.89 turned into a $256.89 lien on my property, and possibly more with additional city fines. This is NOT unique to our city; other cities have negotiated away people's property rights. Dirty, dirty business as usual in the U.S. in the 21st Century, huh?

UPDATE: WM offered to file a "corporate complaint;" probable waste of time. Turns out that I will end up paying something like FOUR TIMES the original unpaid bill, which was $61.89, to clear the property lien. Oakland wants $125 just for me to REQUEST to pay it, which then totals $256.89, unless there are more fees to get piled by the end of this. Oakland's excuse for not notifying me, the property owner and occupant, is that there are just "too many! " BooHoo! Here's a tip, include the "good" news mailing with the property tax bill. Honestly, I would be happier at least receiving any notice of this 2011 lien. And of course, it's not just as simple as providing a credit card over the phone, you know, it involves obtaining legal documents, etc. In other words, multi-step process and lots of headaches.
