Unreasonable cash price for prescription drug

My cash price for a 30 day supply of Temazepam (RX 1179948-04054) was $18.39. However, when using my health provider (United Health Care) the price was $6.00 co-pay for me and my provider paid $3.42 for a total of $9.42.
Why is the cash price almost double the insurance price? Actually, the cash price is three times more for me considering I pay only $6.00 co-pay for each percription.
