Ripped off, refuses to issue refund per 100% guarantee stated on the website

I purchased the BookmakerCode eBook and found it not useful as claimed on the seller's website. I politely contacted the seller and asked for a refund as stated on his website (100% no question asked refund guarantee) and did not hear back from the seller. I then contacted Paypal and escalated the refund claim to a Paypal claim showing Paypal the refund guarantee on the seller's website. The seller then claims that he needed a letter of proof that the eBook was deleted from the buyer's computer then he will issue the refund.

I sent him the letter and he lied to Paypal that he never was able to contact the author of the letter? Sounds ridiculous doesn't it? Paypal accepted his stupid lie and decided not to issue the refund decision in my favor without even letting me comment on their decision. Bottom line is when you log on the seller's website the first thing you see is the 100% 30 day - no questions asked - guarantee which the seller is not honoring.

His product is a scam in my opinion and he will go to any lengths to lie and deceive in order to avoid a refund. My advise is NEVER TO DO BUSINESS WITH THIS GUY! Stay clear of his scam and lies.
