Ticket seating Scam

I ordered tickets for an upcoming concert. I specifically sought out tickets for a particular row and paid a premium for it. Even was sent a confirmation of row and seat by e-mail. The tickets that were sent to me were not the tickets I ordered and paid for. The tickets are in an entirely different section and row.
When I called to complain they claimed it was an "upgrade" but I was not interested in the "upgrade". I wanted that specific row for a reason. Was told that they had the right to substitute at their discretion if the tickets I ordered were not available. If those seat are not available then how could they advertise for them?
I hope my credit card company will stop payment. I will also try contact whatever consumer organizations I can to see if I can get some help.
