Won 250,000 "mega lotto", check enclosed for 4,888.00 to pay for taxes

I recieved a piece of mail which stated that i had won 250,000 dollars from a usa mega lotto.inside the letter was a check for 4,888.60 to deposite into my bank account for payment of the taxes... And first of all I havnt played any lottery games, so I know that this cant be true. Very strange because when I called the phone number listed to talk to someone the person who answered spoke very little english and couldnt help me with what I was asking about, then actually hung up on me, and wouldnt answer when I tryed to call back! I believe this is a scam and would advise anyone to definately be aware.
