Scam Lotto, $85,000 lotto winner, deposit enclosed $1,998.00 check to receive lump sum

Recieved letter in the mail from Rotterdam International Lotto stating that I won $85,000. Letter included my ticket number for the lottery. To claim my lump sum check that would be delivered to my home, I had to deposit the enclosed check for $1998.00 into my account (the check is intended to help with taxes).includes the following number to being your claim: 1-604-720-3193. Must be claimed by June 19th. Signed by Skelly Thomas (President).
