Fannie Mae reimbursement - home purchae

I purchased a Fannie Mae Home with a FHA loan, The FHA inspection was done without the utilities being on. After closing I paid the fees to have the utilities turned on to find that there were no water pipes, no gas ever installed for the gas stove island. Fannie Mae agreed to pay the cost of having pec tubing to replace the copper piping that was taken at least a year ago. I paid with my money over three weeks ago, and the realator who handled the sale, keeps telling me to be patient on my money. He said they are busy and he is in touch with them by email, I asked him to give them my checking account routing number so that they can deposit my money three days ago, and nothing still. 12oo dollars is a lot of my money that I need to pay bills with yesterday. If I owed them they could just take it out of my account without asking. Why? In Camp Hill, Alabama. Somebody is pulling my leg.
