Moving due to landlord not fixing leak in water line/he throws a eviction when i inform him

I rented a condemned mobile home for deposit/1-months rent 2 yrs ago in may. Since i lived on disability, it was the only option open for my son/self. This place was condemned, and in need of extreme repair, yet i made the most of it, and moved in, w / the intention he would gradually repair. He never repaired the major thing... The tub leaked, into the bedroom & has extreme mold/mildew, even mushrooms growing in corners of room. (He had sued the initial occupants for damage w / my written help for a judgment of 3,300 dollare and won, for damage). I have now given him a 30 day notice, but am not paying rent the month i intend to move. Therefore, he rushes to a eviction, and tells me, he will mess me up with a eviction because he knows, I am on the waiting list for section-8, and he will get even with me by ruining my rental record, so section 8 will not help in the future. I asked him several times, up to 5 months ago about the tub, the mold was bothering me & if not fixed i had to move. He took measurements of the tub. Again, and i only seen him to pick up rent, which i copntinued to pay, untill now. How do i protect my name w / section 8 for future use by calling the board of health? And what are my rights at this point?
