Excessive charges, changes and bad maintaning of aprtment

After I shifted in I had been informed Water was taken care of. Three months after living below I received a flyer on my door declaring that I'd today receive a water bill. The water bill arrived prorated and so I would need to spend right from the start of the month. The range was split aside so when i named administration they stated they'd deliver preservation in the future place it together. Preservation never turned up. My father needed to come and place it together for me personally. Each time I'd a problem using the condo I'd to call-management on more then 3 events in the future repair it. I'd need to visit work and create a criticism but still, they never confirmed. Even today I've unnatended grievances by which they will have likely already forgotten about. I had been advised I really could have two vehicles. Others have visitors are available in and playground and contains been an issue because of the restricted parking areas. So tenants are compelled to create there own parking area. I named to request if this problem could be solved and management said YES. Beginning the next week they'd publish permits FOR JUST ONE vehicle. The 2nd vehicle is likely to be $15 bucks per month additional! Conviniently they set a hurry with this scenario since they'll be getting a fresh method to create some cash. Is this legal???
