Landlord unwilling to pay the security deposit

I've been residing in this condo for just two years. I've settled my lease frequently and also have been a great tenant. I shifted out of the condo 2 weeks before. Based on agreement, I had been designed to get HALF THE SECURITY DEPOSIT, and CASH FOR YOUR CAR DISTANT, DOORWAY MOVES. I've approached the landlord with this issue over 10 occasions, but she's slowing the problem. She calls me to her building, but never turns up. I've been there over 7 times. Today, she's ignoring my calls.

I've invested over 30 hours with this problem, nevertheless without any outcome. It has provided me psychological and actual strees.
