Failure to return security deposit

I paid my security deposit in full approx. 3 years ago... I moved out and provided written notice. This is required per the contract/lease agreement and shortly after my move out date I made a phone to management. I was told the the normal time frame for my refund would be two weeks. After a three week time span and a number of unreturned phone calls Tamara of Walton Prop. Llc. Says it takes about a month so I agreed to the time frame mentioned. Now going on six weeks and a number of unreturned phone calls Tamara tells me that I have an outstanding bill with the gas company. I told her that my bill was paid in full and this was Wed the 29th. She told me she would research this with gas company and call me back the same day if possible but the next at the latest. I have yet to get a call back. 11/7/08 and I've called her a number times today.
